Bristol 3 packs and packs

Can you settle an argument between my friend and I who say's that he was buying Bristol cigarettes in two packs in the 19960's/70's where as I say they were sold in packs of three - can you clarify?

I worked in a tobacconists shop during the 1960/70’s and can confirm that Bristol 3 packs were on sale during this period, see attached photo. Bristol 2 packs were produced for marketing and promotional work, but as far as I am aware they were never in the official price lists for general sale.
